COMMUNITY PARTNERSHIP WITH FLORIDA HEALTHY KIDS CORPORATION

About Florida Healthy Kids Corporation

Florida Healthy Kids Corporation (FHKC) helps thousands of uninsured children in the state of Florida gain access to affordable, quality health care. Healthy Kids combines local, state, federal and family funds to pay premiums to commercial health plans who assume the insurance risk. The program is just one of four components of the Florida KidCare program and covers children ages 5 through 18 who are uninsured and not eligible for Medicaid or the Children’s Medical Services Network. Healthy Kids is unique because it is designed to provide affordable access to health insurance coverage for working families for whom the payment of the full premium would be out of reach.

Outreach And Marketing Project

This April, Florida Healthy Kids Corporation began implementation of an outreach campaign targeting organizations and associations whose membership and clientele focus on families potentially eligible for the Florida KidCare Program. Healthy Kids sought community-based partners to complement the program’s existing marketing and outreach efforts and to encourage participation in areas of the state where no formalized marketing or outreach activities were underway. To-date, 35 partners in various counties across the state have signed up for participation in this partnership program.

With so many community partners currently enlisted for this effort, funds are not currently available for additional partnerships. However, your organization may still submit an application for partnership. The application will be filed as pending and will be re-evaluated in the event additional funding becomes available.

Despite the lack of funding, do not hesitate to inform local families about the Florida KidCare program. The Florida Covering Kids and Families project is available to support your efforts by providing technical assistance and outreach materials as needed. Additionally, your organization may enroll up to two staff members to take the Florida KidCare 101 online training by e-mailing Annie Butterworth at butterwortha@healthykids.org. This training provides an overview of the Florida KidCare program and will help your organization better educate families on the program and its benefits.

Application process: All potential participants must submit the one-page application form (attached). Upon approval of the application, a letter of agreement outlining requirements and expectations of both parties must be completed between FHKC and the participating organization.

Eligibility for Participation: An organization must be a non-profit corporation (501(c)(3) status) or a governmental entity to qualify for participation. Preference may also be given to organizations that target groups or areas identified as under- represented by FHKC and the 2007 Florida Children’s Health Insurance Study. FHKC also reserves the right to select organizations on other basis to ensure geographic diversity.

Certification required: Certification is required only of those organizations committed to the Enhanced and Supreme levels of commitment and can be obtained by successfully completing the FHKC online training program. At least two representatives of each Enhanced or Supreme level community partner must pass training for the organization to receive incentive payment from FHKC.

Materials provided: FHKC provides financial incentives, materials, applications and promotional items, as well as technical support at FHKC’s expense. The level of financial support given by FHKC is based on the commitment level selected by the organization.

Sponsorships available: Organizations partnering with FHKC and other qualified parties may choose to take advantage of a Sponsorship Funding Pool under which they can request funds for sponsorship of various community events. The funds are used for entry fees into spring festivals, holiday parades, etc. To utilize the pool, organizations must agree to post Florida KidCare signage at the event and to provide labor to operate information booths at these events.

Bonus Payments

This year, FHKC has launched a bonus payments pilot project limited to certain counties. These bonus payments to organizations participating in the Enhanced or Supreme levels are given according to enrollment growth (measured on the net increase in enrollment in a particular county or region over a set period of time). The payments are set up on a tiered scale according to the percentage of enrollment growth achieved in the designated area. Measurements are based on a percentage increase over the prior quarter:

1-5% enrollment growth:

$1,000 per quarter

5-10% enrollment growth:

$2,000 per quarter

Greater than 10% enrollment growth:

$4,000 per quarter

Partnership Evaluation

All FHKC partners’ activities will be monitored either by FHKC directly or by an entity under contract with FHKC (University of South Florida, Covering Kids & Families Initiative), and applications and financial support may be withdrawn at any time should FHKC determine that the organization is not meeting their agreed-upon obligations.
